I'm leaning more towards Kyubey, on account of resurrection and soul manipulation

Has Kyubey shown the ability to use this offensively though, especially against Non-Corporeal beings?

He can pull the soul out of the body, seal it into a solid container, and then press on it to cause extreme pain to the host. If we assume the specimen has a soul, I don't see why not.

That's the Magical Girl contract, isn't it? I don't think Kyubey can just do that out of the blue if he needs to do, well, a contract in order to turn a girl into a Magical Girl.

I always thought he just performs the contract to facilitate the eventual witch metamorphosis, but can do the soul thing anytime. He just can't turn them into grief seeds. I could be wrong, though.
