Unrestricted Shao Kahn & Unrestricted Raiden vs Narutoverse, Bleachverse, & One Piece Verse

In terms of raw power, Shao Kahn and Raiden all the way, they are both planet busters, while Kaguya is the only one that comes close (And even then she has lower durability). In terms of speed... that's a little more problematic, as their speed is much lower (Only Massively Hypersonic/Lightning Speed at best), but since the HST can't really hurt them, I think Shao Kahn and Raiden could pull out a victory, though it may take a while.

Raiden is Planet Level unrestricted and he doesn't even have a physical form... no matter how hard the verses try to hit them, they won't do any damage because they aren't really "there"
