That doesn't say anything about how far into Low 2-C she is. Vergil has the possibly Low 2-C as well, yet he has a scaling chain high enough to one-shot people who can one-shot other people that are above baseline.

Even if Sword has a bigger AP advantage, it won't matter to Vergil, as he's just gonna spatial cut.

It just comes down to speed, unless Vergil gets blitzed he takes this handily.
