So this has happened too much for us not to make rules/limits around it. But VSP need better rules than just the UES stuff. I'll give examples for what I'm talking about and then what should be added as rules to better manage this. Got perms from KingTempest.
Additionally, some of these examples are pointless and don't convey much:
Sakura's feeling Biju chakra here, not regular chakra. Two different things, it has the special trait of feeling distinctly different and shouldn't be an example of "kage level". But also it just feels bad/evil, it isn't madness inducing or fear haxing Sakura or Yamato right here and they aren't Kage level at all.
This is said twice to be an illusion casted by Orochimaru. And it's likely the same thing he did to Kakashi. But even if it is just aura, not everyone does this, so why is it being labeled as though it's standard?
Characters should have something to justify they have certain aspects that aren't regular attributes. That is, controlling energy is a standard for most vsp, senses are usually a standard, physical enhancements are usually a standard, etc.
The rules are:
- Fear Manipulation, Empathic Manipulation, Madness Manipulation (Type 2), Status Effect Inducement & Aura (Overwhelming, Fear-inducing, Explosive & Materialized) (High level Shinobi with vast and/or powerful chakra have consistently shown the ability to produce an aura. This aura, when emitted by someone of around Kage level strength or above, was shown to have a physical effect powerful enough to violently damage the user's surroundings. When the user's aura is injected with bloodlust or malice it has been consistently shown to cause a variety of harmful effects such as intense fear, paralysis, illusions, suicidal urges, unconsciousness, and more)

It's a couple hax listed that everyone in the listing shouldn't have.
Same with the resistances.
- Damage Reduction (Large amounts of cursed energy can restrict damage. Todo is able to focus his cursed energy in one spot to minimize damage)
- Limited Instinctive Action (Aoi Todo is able to instinctively focus cursed energy to block attacks on certain parts of the body like he does with Mahito)
- Improved Instinctive Action (Cursed Energy can be used to protect the soul subconsciously. People that would apply to this are people similar in experience to Kento Nanami)
- Free Movement (Walking; Reggie was able to stand on non-tangible, permeable shadow by reinforcing his feet with cursed energy)
Same with the resistances.
- Extreme Heat & Fire Manipulation (Sorcerers like Naobito and Nanami can survive in Jogo's presence when he is angry, who can char the body of a man and vaporize even the ashes of the bodies of dozens just by moving his finger. Jogo is also able to vaporize metal with a casual attack, while against Sorcerers he is only able to cause large burns that lead to death)
- Status Effect Inducement (Having a large reservoir or high output of Cursed Energy mitigates the effects of Kashimo's electricity)
- Limited Soul Manipulation & Transmutation (Experienced sorcerers such as Kento Nanami have a natural flow of cursed energy that protects their soul from Mahito's soul and biological attacks)
- Enhanced Senses, Extrasensory Perception & Information Analysis (Hearing; The Ghouls' advanced senses allow them to sense and distinguish numerous targets across tens of meters from one's mass from the loudness of footsteps, texture from tone, sound reflection in the environment, form from rhythm, and the vibration kagune's give off. This is something Ghouls learn and don't inherently have like Banjo's group. Given Hinami and Irimi learned it, more experienced ghouls should have it like Yoshimura. Quinxs are also capable of this like Shirazu being able to detect Kagunes within walls. Ayato is able to do it as well though not to the extent of Hinami)

- An ability is regular only if it is consistently shown, practiced, acknowledged, and stated within the energy system. Merely having multiple characters perform it isn't enough. An example is Chakra's Free Movement ability that ninjas learn early on, it's something shown, practiced, acknowledged and stated to be something all ninjas can do.
- If there is reasonable support or logic that a character could perform an ability, assign a “Likely” rating for clarity.
- Do not apply leveling unless the story clearly defines and characterizes such (Jonin, Special Grade Sorcerer, Daikaiju, Liners, etc)
