uh, Axl has good versatility with his shapeshifting and the fact he has weapons vile is weak to, but the latter has the numerical advantage with his Ride Armor which he can control remotely, plus seems more experienced than him all around.

Vile has better experience, meanwhile while Axl did defeat Vile, it required help from X and/or Zero. And Vile has more variety as well. I'd say Vile.
