Doesn't the Enigma statement requires it to be at a very specific time, at a very specific spot, where the celestial body lines up in a perfect line (Needing a huge amount of Cosmic Energy) for it to transcends over all things and eternal life ? There was a whole plot point in the movie where Sento and Emu exploited that specific weakness as well. Not like it matters since Sougo eventually get Fourze's Ride Watch.

Sougo very existence is already an Enigma with the abstraction powers of Riders which are the axis of their worlds, and by obtaining the power of Zi-O II he can ignore some conditions/law of the world.

Interesting, never would have though of Sougo as an Enigma, but that makes sense in some aspect.
