In fairness 4b is pretty huge. Obviously Roshi would easily win here due to be stronger, and having more abitlies. However Tao can fight back. He could potentially kill Roshi. But, more times than not, he can’t. It’s decisive, but not a total stomp

DB Roshi is weaker than Tao pai pai. Tao pai pai was the strongest martial artist on Earth. DB Roshi is weaker than Korin. He stands no chance. According to the Daizenshuu 7, Roshi's power level was 139 during Tien Shinhan saga while Goku was 180. Goku needed 180 to be able to defeat Tao. I doubt Roshi would be able to beat him with 139. And General Blue's power level was stated to be 180 in the Movie 6 phamplet and Tao 1 shotted him using his tongue. Also End of DB Roshi is 180 while Cyborg Tao is 210 so he wins that too. Tao pai pai wins.

It's not really necro since nothing really changed about the fighters
However I do agree with your statement. Roshi was almost the same level as Tienshinhan who >= 22nd Budokai Goku >> 22nd Budokai Krillin (though Krillin put up a good fight) >= Commander Red Saga Goku >> Tao Pai Pai

Also if you'd actually watched/read the story you'd realize that the 22nd Tournament arc takes place 3 years after Red Ribbon and the Tao fight, don't know where you're getting the "Goku needed a power level of 180 to defeat Tao" from, especially when the power level comes from 3 years of Goku training after the fight.

The creator did not come up with those Power Levels; those are exclusive to Weekly Jump and Toei Animation.
