What Kind of Structure is this? and what Tier is it?

The question is this:

-In the Verse, the first time this structure is mentioned, it was already known that in addition to Our Universe, Heaven and Hell existed.
We are told that between Our Universe and Heaven as well as between Our Universe and Hell there is a "Dimensional Wall", said "Dimensional Wall" acts as a border that separates each world. We are also told that in that "Dimensional Wall" nothing exists.

-We are told that there is a character who with his power keeps said "Dimensional Wall" in balance and that if it became unbalanced the worlds would collapse, we are also told that if said character fought with another of equivalent power, the result of said battle It would be the collapse of the worlds regardless of who wins.

-Later a group of characters travel to said "Dimensional Wall", there one of them notices that he is unable to distinguish left, right, up and down, another answers that this is because in the "Dimensional Wall" the concepts of Distance and Direction do not exist and therefore left, right, up and down do not exist either.

-Later some characters have a fight inside the "Dimensional Wall", one of the characters has the ability of Time Manipulation, but when he tries to use his power he cannot, another character responds that this is because Time and Space are Irrelevant within the "Dimensional Wall"

-Later, a group of characters are taken to the "Dimensional Wall", one of them who is there for the first time asks where they are, another answers that they are in a "Kingdom that exists beyond reality"

-Later another character appears who, although it is said that he is not capable of defeating the character who keeps the "Dimensional Wall" in balance in a battle, would be capable of causing serious damage to him.

Do they have their own time stream (past, present, future)?
If so then it's just a multiverse where universes are separated by dimensional wall, in some verses verses there is the world between worlds or the Void.
Do they exist within DW space or just separated by it?
 
This dimensional wall seems to be a space that exists outside of regular time and space lacking concepts like distance, direction and time. I would give it low 1C.
Don't think that's enough, but not sure.

Some says that a space that contain X dimensions is higher by default, so 5D.
 
A space containing a certain number of dimensions is not automatically higher tiered just by virtue of having more dimensions. A 5D space on its own doesnt guarantee a higher rating than say a 3D universal space. The nature of the dimensions and how they are portrayed is the key factor.

if multiple space-time exist in a single space, that space is higher in dimension.
A is the universe(space-time=4D) and B contain multiple A then B is 5D, right?

Characters or objects that can significantly affect,[1] create and/or destroy small multiverses which can be comprised of several separate space-time continuums ranging anywhere from two to a thousand, or equivalents.
 
The universe within it need to be shown to exist along some additional spatial axis perpendicular to regular 3D space
yes, multiple separate universes with their own space-time. (space-time is 4D)
there is three universes (universe, heaven, hell), and all of them are separated by the dimensional wall, if something happen to it all those universes will be destroyed.
isn't that enough to make dimensional wall 5D?

-The Worlds are kept separated by the "Dimensional Wall" that acts as a border between them but also exists within it, since there is a character who aims to travel to "Other World" but for that he says he has to go further beyond the "Dimensional Wall", later a character appears arriving from the "Other World" and it is said that he arrived crossing the "Dimensional Wall" which is referred to as the "Dimensional Wall of this World", in other words the "Dimensional Wall" not only separates the 3 worlds from each other, but also separates the 3 world from what exists beyond it.
 
And how does this translate to the Tier of the mentioned characters?
I mean the one that keeps the "Dimensional Wall" in balance, its equivalent and the one that can damage it.

Did this character create the dimensional wall with everything in it or just sustain it ? (what does keep in balance mean here?)

It is only said that he keeps the "Dimensional Wall" in balance with his power and that without him the "Dimensional Wall" would become unbalanced, causing the worlds to collapse.
Basically the natural state of the "Dimensional Wall" is to be unbalanced but the character in question alters his state to put it in balance, he did not create the "Dimensional Wall" and it does not seem that he has the power to destroy it but apparently he has the power to alter its state.
