Yeah, Barney could win, but to quote Death Battle, "there's a big difference between could and would". If Barney was bloodlusted he'd probably win if he started out with his hax. Barney isn't bloodlusted here though, and even if he was, we have no way of knowing if he'd throw a punch or use his magic first. This isn't a stomp since both could technically oneshot the other, but considering his personality Eustace is likely the first to throw a punch.
