Why are evasion or blocking feats within a video game (by the player) not considered game mechanics?

Game mechanics simply reflect what's happening in a fight. If there's a disproportionate dissonance between game mechanics and what's actually happening, then the feat should not be valid, as it is considered game mechanics, but if a game mechanic is reflecting an aspect of fighting that the character is very much capable of, it shouldn't be invalidated.
