Why does it say that Captain America is Country with no Mjolnir and his shield and then it says "higher with mjolnir and shield"

I'd assume it means Mjolnir-amped Cap on his own is 6-B, but with the hammer and shield he can dig into people slightly tougher than that. @Lonkitt and @Dalesean027 can explain better.
