Why is Father Time outerversal?

It would seem much more plausible for Father Time to be below Mother Night since Father Time is the embodiment of time in all existence including a infinite dimensional structure but being outerversal means above/beyond all existence in creation(the concept of dimensions/dimensional heirarchy are included). Father Time needs to transcend the infinite dimensional multiverse to be outerversal which is impossible since he's the embodiment of the multiverse.

I agree that this is counter-intuitive, but some of the Endless have 1-A properties, and he helped to create them, so we have to scale him accordingly.

Outerversal time can exist. As a matter of fact, it likely does exist in DC.

If not in DC, there are beings like Ren Fuji who can control time on an Outerversal scale.

The True Platonic Form of time would also be 1-A. Time can be treated as an adimensional property and doesn't have to always be the "fourth dimension".
