Why Is Frieza 4-C?

The justification given for his 2nd to final form keys is that he's stronger than his previous form, but I don't understand how that is quantified and how the conclusion to star level comes about.

Would someone please explain this to me?

He did say that his power level went from 530 thousand to "over one million", but that doesn't seem concrete unless I'm missing something.

As far as I know, Frieza's first form High 5-A feat is pretty high end, to the point that only a 1.7 multiplier is enough to jump from High 5-A to Low 4-C. So if we consider Goku had to use Kaio-Ken x 20 to fight final form Frieza and then he fought True final form Frieza as a super saiyan (wich is at least another 20x boost), True final form Frieza would easily be 4-C

I'm glad to help. Yeah I thik the current justification "Is vastly superior to his first form" is a little vague, it implies that a little boost is enough to reach that level but its not clear enought.
