why is the diablo verse only at level 5?

Both in the game and in the books it is mentioned that the verse has countless planes of reality with superior spaces, with evils being able to destroy all creation, which would include these planes.
 
You should probably make a CRT. The verse is likely outdated and hasn't been touched by anyone in a while
 
You can always ask for help. I know there's a few Blizz fans who are interested in fixing the verse.
