Why's Galactus's base only 4-B?

I don't have much knowledge to share, but I wanna know why Galactus' base is only Solar System level.

Shouldn't he scale beyond that? After all, there's a blog here that states otherwise:


Raw Strength

releasing an omnidirectional energy blast that encompasses the Star system he is in and keeps going across the light-years, encompassing the three surrounding systems and showing no signs of stopping. Galactus' blast is so powerful that it destroys the Annihilation Wave


Durability

A few examples of 4-B characters failing to harm Galactus


Does that not put Galactus at 4-A?
 
Wiping out multiple solar systems actually isnt enough to be 4-A, the gap between low end and high end 4-B is ridiculously large and marvel 4-Bs dor the most part are on the low end of the spectrum

4-Bs failing to harm him would juat make him a higher scope of 4-B, coupled with the fact rhat he canonically foight sentey to a standstill him being Swntry level 4-B would make lower end 4-Bs not being able to harm him consistent

I think the 4-A thing was removed because galactus wasnt starving and was slightly fed when he performed it.
 
I still think something like Solar System level+ sounds reasonable. If stomping 4-B's makes you a stronger 4-B and 4-Bs failing to harm you would make you a higher scope of 4-B, shouldn't Galactus be at the very least Solar System level+?

He'd need either a 4-B+ calc or a scaling chain large enough to justify such a tier. He has neither. Especially sense most Marvel 4-B's are in the low end.

Dont they scale to a million exploding suns? I think thats around mid end.
