Would being able to rust metal be considered a limited form of Corrosion (alongside maybe Metal Manipulation)

yes. but idk about metal manipulation since corrosion can be done via microbial corrosion of metal or via that
 
Rusting metal would be standard Corrosion. Limited would be only if it affects a very tiny part of the metal object.
