It isn't considered to be, it's stated to be by Hyogoro in Wano. With it he's got a form of durability negation, that's as far as his buso usage goes though in the pre-timeskip.

I'll say though Zoro shouldn't be able to access his breath cutting stuff at will here as even after Alabasta he's shown training so he can access it at will, he should still be capable of accessing it in the fight if he's pushed close to death though.
