Is there a reason why Kuuga don't get scaled to Agito ?

Because there isn't any evidence indicate that they should scales to each other?

It might be because the sequel connection between Kuuga and Agito but its not making any sense for use it as an evidence for scaling Kuuga with Agito

Some related for Kuuga with Agito.
- In Decade there a video about Uknown kill Grongi.
- Kamen Rider climax fighter give us Kuuga interaction with Agito. Both of them know each other.
- Agito SIC Story have G1 as Kuuga model. To the point Agito fighting againt G1.

Yeah... Should be noted that the later 2 are very dubious in their canonicity. And the Decade one simply shows that there exist Grongi in the said Agito AR world

In Decade, it is the A.R World so it wouldn't scales canon counterpart.
SIC canonicity is questionable so we don't use them yet.
