Biggest stomp debate is weird.
Can a bigger speed gap beat AP gap?
How do you determine what hax stomp makes gap bigger than AP gap?
Do you take words only used by ep and not hidden actual stats they use?
Dimensional difference or even just infinite vs more infinities should auto-grand massive stomp edge no?

1. If the character has game winning haxx the character with higher AP doesn’t resist, and they can get it off beforehand with speed, yes it can.
2. How many game winning haxxes said character has, how easily / quick they could get them out, and how few counters the opponent has

The time I posted this on DB Discord, I received responses that Amelia Hughes (Infinity Train) is also a good alternative for Mr. Freeze.
This is ironic considering Naruto and Natsu is smacking Luffy (at least in raw power) despite the better transformation.

My first thought when I think of Grundy is usually something to the degree of "Wait which heroes rogues gallery is he part of again, I'm leaning towards Batman but that feels wrong to me." So I'm gonna say no due to the fact that him not really being tied to any hero makes him fundamentally less popular than a villian whose from a well known rogues gallery, and less likely to appear in an episode.

Without looking at his stories, I've never seen much talk about Atom. Even outside stories, most I hear of Atom is for requesting Ant vs Atom.
I kinda liked Adam vs Apoc on that mark. I missed out on X-Men cartoon so Apocalypse I just didnt see much talked for last decade. Yet the DB ep managed to make it feel like Apoc matters.

I know, I'm just saying that on a basic level due to the weird nature of the character. He was created for a character whose silver age counterpart was so vastly different that Grundy was left without a hero, so he just like exists now. People clearly like him but due to him not fitting in anywhere I think him getting a spot over most other popular DC villains is quite low.
Also if I'm not mistaken Grundy was actually the inspiration for Hulk (at least partially), though that could just be an urban legend.

Atom is a B to C lister whose most notable for his involvement with the Justice League. It's not really to shocking you wouldn't know much about him.
Though Apocalypse is very much important to X-Men stuff, he's one of their top villians and is really important to multiple character's stories.

Most likeliest? Overall idk Touhou is popular overseas but doesn't have much serious clout down here so it boils down to a MU involving a big name/franchise to start on
