That's...huh? Yeah, SB2 is ~ his SSJ3, but that doesn't imply that Golden Oozaru uses SSJ3 as a base. While SB2 turned into a Golden Oozaru directly, that's because he constantly is in a SSJ3 state as his new "Base" Form. (Ala Cell and Merged Zamasu). The only other people to achieve the state were straight up in Base Form (Vegeta and Goku) so I don't see what you mean.

That text next to Ozaro only says that Baby's Tsufurudin + Saiyan (SSJ Ozaro) power surpasses Goku's SSJ4 power.

And at the end it says "Looking at his golden fur, it seems that he should be considered an evolved SSJ warrior"

The G. Oozaru has the same hairstyle as SB2, meaning that it's using that as base tbh.
 
I mean, even if we accepted that as the case because of Baby's unique circumstances, that would mean that you just multiply 400x on the hypothetical multiplier of SSJ4, because that's not nearly the same thing as the rest of the Golden Oozarus and how they function (plus it's not a direct statement).

There's simply 0 reason to assume that Goku's Oozaru is any different tbf...

Any side effects from fusing with a non-Saiyan?

Like, apart from Zamasu, we've always seen Saiyans fuse. We never really see how the SSJ transformation behaves when fused with someone who isn't a Saiyan.
