Saitama's AP scales above Tatsumaki from a few years ago due to completely tanking her power and being stated have surpassed her psychic ability. Tatsumaki while heavily injured could oneshot Psykorochi. Saitama was also called an Above-Dragon level threat by Fubuki.

Garou's AP scales above Sage Centipede, as he completely split him in half with a single attack. Sage Centipede scales much above Psykorochi. Garou is incomparably superior to Orochi thanks to Saitama thinking he was the monster king while under the impression that Orochi was the monster king's child. Orochi has been described as an Above-Dragon level threat.

Saitama's speed scales to 0.94c while Garou can blitz people who are casually 4.33c.

Saitama has a significant LS advantage of about 1217x.

I'd give it to Garou since he has more showings of feats than during training Saitama has. If Saitama is stronger than Garou, Garou would just keep himself alive using his Water Smashing Fist and beat Saitama out using his list of Powers and Abilities. Saitama really doesn't have much to go for in terms of win cons.

Probably Saitama. Unless Garou is capable of blitzing him and killing him extremely quickly, reactive evolution covers this. Saitama can close a one-shot/blitz gap in seconds lol.

Yes but it's not on par with Saitama's.

Garou grows steadily and at a fairly fast pace. He can cover stomp gaps in the span of a lengthy battle and got several times stronger and faster against Orochi who was crushing him with minimal effort. Saitama right after breaking his Limiter went from getting shit on by Personification Of A Light Pull Cord to one-shotting him no-diff. He then went from whatever level he was at there (before breaking his Limiter he was maybe B-Class level) to surpassing the speed of light and outmatching Tatsumaki before he was even halfway through his 3 years of training. In his fight with Garou we see him growing so fast that every time they exchange blows he gets strong enough (in that timeframe) to stomp himself from the last time he punched Garou. Granted that was with an emotional amp, but nevertheless Saitama's RE is pretty insane. In half a minute of thrilling combat he can probably one-shot himself from when they started at the least.

Pre/During Training Saitama doesn't have any showings of skill for him to be able to put down Garou with cqc. Garou genuinely runs skill circles around this version of Saitama and will eventually win through RASRF or Fa Jin, or just throw him into space. Saitama isn't going to get a hit off outside of blitz + one-shot and even then Immortality Type 2 kicks in and gives him explosive growth. I'm sure in come cases they would actually hit peak High 6-A before either of them goes down, but I lean towards Garou because again, Saitama doesn't have any skill to show of, and Dura Neg would eventually kill (or incapacitate if he survives that) Saitama anyways.
