Nards can amp his speed via boil release, so he would be faster then Cec, add on the fact that thousands of nard clones can throw magnet release rasenshuriken(which causes paralysis) with kilometers of range. Unless he’s dodging on an atomic level he’s not escaping the barrage of rasenshurikens.
Even a conservative number of a hundred clones, all with tens of kilometers ranged Omni directional energy based attacks that’s atleast twice as fast as him would overwhelm him. There is no drops or grains worth of gap in between these attacks, straight atomic.

My thoughts exactly. If I am not wrong he is as fast as reinhard whose the faster character in Re;Zero(FTL)by miles, so most things thrown at him are like sub-rel+ at best
Cecilus can jump off of anything to continuously get away from Naruto's attacks, he can even jump on air
After being impressed, a colorless beam of light gradually ascended from directly below him―― suffering a direct hit would cancel out his evasion of the belts, and the degree of freedom he had in the air was overwhelmingly lower than what he had on the ground.
This was bad, bad bad bad bad; he got fired up.
――Expanding his imaginary field of vision once again, he carried out a gear change on the functions of his body.
Sense of color, maintain current status. Sense of hearing, maintain current status. Sense of pain and sense of touch, reactivate; hiding the pain that instantly boiled up behind a smile with teeth bared, he searched for the “key” amidst the sensation of a single second being divided up into one hundred parts.
With that, he could search for the “key” that would turn the script over to the next page.

Laying the nerves within his body bare, he engaged in the hyper-dimensional act of savagery that was exposing them to the wind, and as he ascended, Cecilus’s outstretched leg hit something.
It was neither a convenient wall nor building. What had been hit was, from the cityscape being destroyed as it was engulfed in the battle between Cecilus and the heroine, a fragment of the rubble that had been whirled up, a single grain of gravel.
That, he used as a foothold.
Cecilus: [Shwee.]
Using the exceedingly faint sensation that had struck the sole of his foot as a foothold, Cecilus’s body leapt through the air.
To avoid the rising achromatic destruction from catching up to him, Cecilus stepped again onto blown up splinters of wood and shattered fragments of window glass, and finally stepping onto a slightly larger cinder of ash, he escaped higher.
Why was he able to do it? He could do it simply because he could, he would make all those who laid eyes upon him believe so.
As the twelve belts entangled in a helix, its tip radially expanded while pointing towards Cecilus, and just as a carnivorous plant would captivate bugs with its beautiful petals, it bit at him. The flower petals closing like a bud, Cecilus would have no means to escape being swallowed by the diamond flower.
That too, surely, would only have been if it were the Cecilus who was not the current Cecilus.
Cecilus: [Bang.]
And, the sound of an atmospheric explosion a hundredfold of the sound he had voiced shook the battlefield.
Unfortunately, although Cecilus himself had shut out all sounds and thus could not hear it, he was sorry to the eardrums of the heroine and of Al who were also present in this location. But then again, the thing that made him want to complain the most, was probably the sky that Cecilus had kicked, and had caused to explode.
Cecilus, who could leave sound behind and run at lightning speed, was well-aware that the atmosphere had walls. Kicking those walls was not an easy feat, but it would have been troubling to be disdained as a poor actor who had messed up the climax. Even if he was performing without a rehearsal, perfectly captivating the audience was essential for the leading actor.
As a result, together with the sound of the explosion, Cecilus’s body shot straight downwards. He took a sharp nosedive, and faster than the diamond flowerbud could finish closing, he escaped the petals and fell to the ground.
But either way, I don't see why Cecilus wouldn't be able to simply cut through all of Naruto's jutsus with his swords
From the one side of that unfurled cloth, Groovy flicked the Magic Crystal embedded in his throat, and hit Eugard with a surging roar that rumbled the very atmosphere.
From an unseeable position, with an onslaught equivalent to sound itself, it was a surprise attack that was impossible to dodge.
But, against that sound, Eugard displayed the true ability of the Fiend Sword.
――“To get to the point”, there existed such a saying.
It meant to get down to the heart of a matter, but in all things there was an appropriate “point”. No matter the object or phenomenon, or even concept, there existed a “point” that signified its essence.
The Fiend Sword Murasame, was an Enchanted Sword that bisected that perceived “point”.
Murasame hated Groovy, who had melted it down, and reforged it in the past, so in order to prevent his outstanding sense of smell from sniffing it out, it had cut the point of its “scent”.
Since then, it had become impossible for anybody to pursue the Fiend Sword Murasame by scent.
And here, Murasame had cut the surging roar that Groovy had unleashed.
Groovy’s eardrums heard the sound of the Magic Crystal embedded in his throat shattering, and the moment he realized that, the slash of the sword was about to cleave Groovy in twain――,
Igniting the little life he had left as fuel, Rowan unleashed his greatest stroke of the sword in all of his time, during both his life and after his death.
That brandish, honed to a razor’s edge, was pregnant with an aura of swordsmanship that caused even Cecilus to envision death. ――That nightmarish ending, born out of a single-minded concentration, was something that the Dream Sword Masayume would not allow.
The Fiend Sword Murasame was an Enchanted Sword that could sever the concept of anything’s “point”.
In contrast, using dreams as its scabbard, the true value of the Dream Sword Masayume was――,
Cecilus: [――To devour dreams, and to grant dreams.]
In exchange for the motivation one possessed for a wish they desired to be granted, the Enchanted Sword would harbor the power to grant that wish.
Hence, the Dream Sword had been granted the name of “A Dream Come True”, making dreams become reality. Even if it were to become a useless, dull blade depending on the wielder, it had continued to be extolled as an Enchanted Sword capable of severing the very world in twain. [1]
The blade had spent many months and years being transferred from person to person, since as compensation for their wish being fulfilled, they would forget even the reason why they had yearned for it in the first place. Its owner having changed many a times, now, the Dream Sword had settled into Cecilus’s hand.
For both Cecilus and the Dream Sword, this was a miraculous happenstance.
That was because――,
Cecilus: [There’s no way that my dreams and motivation are ever going to run out!]
That was the reason why Cecilus Segmunt was the master of the Dream Sword.
An extraordinary yearning towards the dreams one harbored would allow the potential of the Dream Sword Masayume to be displayed to the maximum degree.
――That instant, the unleashed brandish blurred the boundary between dream and reality as it sliced.
So, Cecilus should be able to simply cut through any of Naruto's jutsus (heck, it's very possible the Fiend Sword would be able to completely disable those abilities from Naruto and harm Naruto himself by cutting one of his jutsus)
Naruto trying to rush Cecilus with a thousand clones wouldn't help since Cecilus would be able to cut through all of them with a single swing from the Fiend Sword, which can cut through space and has a huge range (note that in the two feats below, the Fiend Sword is used by users not familiar with the Sword and less powerful than Cecilus)
As the barrage of powerful swings came from the Yang Sword, Eugard twisted his body and unleashed a brandish of the Fiend Sword, causing Groovy’s fur to stand on end as he ducked while the blade scythed just a centimeter above his head.
The result of this slash did not end with just his relief at his head not flying off.
Along the trajectory which the blade had traced, a few dozen meters in front of where the stroke had cut, the cityscape of the Imperial Capital slanted diagonally, a series of severed buildings crumbling in its wake.
Piercing the clouds in the north of the Imperial Capital, an iceberg plummeted downwards; in the northeast, there were flashes of a sword severing the very world itself, reaching the ramparts, and even the mountains beyond them. The eastern heavens and earth were composed of over one hundred shades of red; each and every battlefield was trying to bring about a different doom to the Empire.
Rushing him with clones would simply let Cecilus kill them more easily and would allow him to quickly disable that jutsu, and to add to that, Cecilus' intuition (which could even allow him to recognize a person that has had their appearance and soul changed) would be able to tell him which clone is the real one and he'd just aim for him with a slash that would catch Naruto off-guard and that he'd be unable to dodge, resulting in his premature death
Those who heard the voice faced towards it, and Cecilus slightly narrowed his eyes. ――The owner of the voice was in the air, not in the midst of a jump, but in a state of simply floating there.
For a moment, upon hearing the familiar manner of speech, Cecilus recalled the existence of the Witch whom he had once killed, but present there was not the same Witch in question――,
Cecilus: [――No, you’re the same person. You look different on the outside but you’re the same on the inside… Hmm? Perhaps you’re a little different on the inside too? Is such a thing even possible?]
Witch: [If the form and nature of a soul changes, the exterior follows suit. The converse is also true, but… by what sort of principle were you able to perceive that with merely a single glance? Answer: Required.]
Cecilus: [Hahahaha, now that you mention it, I too wonder how I figured that out.]
If the fight doesn't end quickly, Cecilus would be able to analyze and figure out all of Naruto's tricks and always be multiple steps ahead of him (in a single fight, he was able to figure out Al's authority (an ability far more complex than anything Naruto has that allows him to loop over and over again until he wins))
Cecilus: [The Cyclops Tribe guy from earlier was quite skilled. Unfortunately, he’s far from reaching me, but were it you up against him, Al-san, you’d lose a hundred times out of a hundred. That’s the truth that I saw with my own eyes!]
Al: […But, I’m alive, aren’t I? Or, are you saying I’m dead?]
Cecilus: [Nono, I’m sure you’re alive. I had a suspicion that perhaps you were an undead posing as the living, but that doesn’t seem to be the case. In that case there’s only one thing that I can think of. ――Al-san, you drew the hundred-and-first possibility.]
With one finger raised on one hand, and another finger raised on the opposite one, Cecilus displayed two fingers.
Counting those two fingers would not result in anything more than two, and if one was being generous it could be seen as eleven, but instead of focusing on the gesture that did not really reflect his intentions, Al gulped down a breath at his words.
Cecilus: [I’m not particular over the number one-hundred-and-one. One-hundred-and-two, one-hundred-and-three, or even two-hundred would be fine! You’d lose a hundred times out of a hundred to that Cyclops Tribe guy. But what if you did it a thousand times, ten-thousand times, or a hundred-thousand times? Quite literally, you might draw a one in ten-thousand chance. You drew that right at the start. Am I wrong?]
Al: [――Hk.]
The deception that he was remaining silent as he focused on catching his breath, had reached its limit.
Within Al’s steel helmet, the expression that Cecilus could not see had warped; he feared Cecilus from the bottom of his heart. That insight, speech, and conduct, even Al could not comprehend what in the world they were.
By the way Cecilus was speaking, he had mostly correctly guessed the Authority that Al possessed. And that was not through logic, but rather an understanding through guesswork, so to speak.
If Naruto tries to get up close... Cecilus would completely overwhelm him through pure skill, which I will get into in a later post, as this one is already getting pretty long
As for Cecilus' speed, he is the fastest character in the series, surpassing even Reinhard in that aspect, even as a 12 year old child, he can weave through a storm of spells called Jiwald, which are spells stated to travel at the speed of light and can even dodge a rain of light and possibly even a mist of light

A ray of heat shot across the air, aimed towards the engaged duo.
White light, in its most simple form, can rip through the world with its dreadful edge. In other words, it can become an invisible blade that tears, cuts and burns through everything in its path.
It went straight, and was as such, easy to dodge―― However, the shimmering rays travelled at the speed of light, crashing straight into its target.
Yielded in the air as if to surround the range of Cecilus’s sprint, were many beautiful mirrors fabricated with water―― the surfaces of those mirrors reflected the white rays of heat fired by the Witch, and a boisterous dance of light commenced.
From all directions, lethal luminescence was chaotically fired, targeting Cecilus.
Amidst the berserk tempest of light, Cecilus ran through it as if he were dancing. He inclined his body, leaned forward, stretched out his legs, lowered his posture, and occasionally stepped over the light with long strides.
And for the angles he could not evade, he would utilize the blade of the Dream Sword, and would cleave the water mirrors reflecting the light in twain. With the splashing sound of a flat stone skipping across the surface of water, he basked in the scattered droplets of the broken water mirrors, and cut his way through the storm――,
It was a domain undoubtedly tessellating with Death itself, and it was the kind of intense battle where one would have to dodge raindrops amidst a storm――,
Cecilus: [If that’s what’s needed! Be it drops of rain or grains of sand, let’s dodge them!]
Through the countless cracks formed throughout its body, it began to shine, and in the next moment, aiming in every direction with quite literally no blind spots, a rain of light―― nay, an undodgeable mist of light was unleashed.
Supposing its nature was that of raindrops, then the Sword Saint, the Blue Lightning, the Admirer would all be able to evade it.
But, in the case it was that of particles of mist, then even those transcendent beings would have trouble evading.
Q: Considering the jump from the moon to the earth, wouldn’t Reinhard’s speed be several thousand times the speed of sound, allowing him to orbit around the Re:ZERO world in a few seconds? Who is the character closest in speed to Reinhard? How much of a difference in speed is there between Reinhard and the character closest to his speed?
A: That’s a smart question. However, since the Re:ZERO world is not Earth, we don’t know if the distance to the moon is the same as it is to Earth. It might be super close! (laughs) I did that scene with Reinhard kicking the moon back because I thought it would be fun, so I didn’t think too much about the specifics… But purely speaking of “who is the character closest in speed to Reinhard?” Cecilus would be faster than Reinhard. While he’s fast, Reinhard would probably be stronger if they fought. Speed and strength have different correlations.
――Very well, Reinhard van Astrea was the strongest.
The Blue Lightning, Cecilus Segmunt, was faster; the Admirer, Halibel, made greater use of techniques; the Mad Prince, Vague Adgard, was further distanced from death; the Great Spirits enrolled among the Four Greats exceed him in Mana; the Sin Archbishops of the Witch Cult possessed irrational Authorities; the Witches of Sin had taken far more lives; many virtuous individuals were better at lying; and many scoundrels were more unfalteringly obstinate.
When looking at individual aspects generally, there were plenty of individuals who surpassed Reinhard.
With all of this into account, I would find it very hard for Naruto to get a hit on Cecilus
To summarize all of this:
Cecilus would be able to dodge anything that Naruto throws at him
His Swords grant him incredible range and would cut through all of Naruto's Jutsus and even disable them, making it so he can't use them again
His intuition and BIQ would allow him to always find the optimal solution presented before him and he'd be able to adapt to anything that Naruto throws at him
His combat skill would completely overwhelm Naruto if he ever chose to go at close range (which he usually does), but I'll get into this later tonight
But either way, I don't see why Cecilus wouldn't be able to simply cut through all of Naruto's jutsus with his swords

Naruto resist spatial manipulation, reality warping and power nullification. As mentioned before nard can sense his opponent’s intent and act accordingly and instinctively. Furthermore Naruto doesn’t have to get close to his opponent as one ranged attack is all he needs to kill him
Nards ranged attacks are from tens of kilometers to thousands of kilometers he out ranges this guy by a lot
and to add to that, Cecilus' intuition (which could even allow him to recognize a person that has had their appearance and soul changed) would be able to tell him which clone is the real one and he'd just aim for him with a slash that would catch Naruto off-guard and that he'd be unable to dodge, resulting in his premature death
same thing as above, taking Naruto off guard is not possible as he can senses negative emotions, malice, invisible entities,
Energy signature in people/surroundings, power level and passively dodge/intercept attacks from his blind spot or surprise attacks, with perfect counter to said attacks. Plus normal analytical precognition.
Kaguya who can see chakras couldn’t differentiate the Naruto from the fakes. And there is no real way to even tell if it’s a clone or not as they are exact perfect copies of its user

Speed is equallized or else Cecilus would have been speed blitz by Naruto since he scales to FTL and nard scales to FTL+ (20c). Naruto can also amp his speed & AP using boil release, so if his going to faster then Cec

I disagree, nard has both speed, Ap and range advantage here. Nard can fly and has attacks that are faster, stronger and more range then Cec.
Naruto uses boil release to amp his speed, AP and his attacks, gets distance from him and spams clones that spam magnet release rasenshurikens which gives paralysis and are Omni directional. If that did kill him nard can use attacks that have thousands of kilometers of range and nuke the entire battlefield.
He actually doesn’t do that and even if he did nard has NPI.
Naruto doesn’t need to even get close he can create a wide enough gap that makes all of Cec skills useless. And nuke the battlefield with multiple clones using attacks that have thousands of kilometers range. Effectively killing the guy for good
True actually, what stops Nard from nuking the entire area? Cecilus should in theory be able to dodge most AoEs but what about blasts that literally cover the entire physical plane?
The ONLY feat you could point to would be Elsa dodging a blast in an enclosed area and dodging it without exiting the room but that might not be enough to prove dodging at something as precise as an atomic scale

Since this is a solid attack, not something simply made of particles like the famous grains of sand in a sandstorm, Cecilus would not be able to dodge it. He would be able to cut it down, though. His range is also omnidirectional for kilometers. Any attack he cuts down this way will be unusable again. And if he ever cuts down any of Naruto's clones they will be unusable as well.
Naruto's only wincon here would be to immediately move outside of Cecilus’ range and use some kind of attack or status effect with no travel time whatsoever. I don't really know if that is in character for him to do right off the bat.

Do the omnidimensional attacks of the Rasenchuriken explosions have the same property? (I'm asking Naruto fans) If that's the case, then isn't it more impressive than the feat of deflecting rain? Since it would basically be rain, but each drop being the size of a cell.

Yes, this attack is undodgable for Cecilus, even with his rain-dodging feats.
Additionally, I want to address the fact that while Cecilus could cut through the clones, it wouldn't actually prevent Naruto from using Shadow Clones. From my understanding, Naruto distributes his chakra among the clones to test the waters, and when a clone is destroyed, the chakra returns to him along with any gathered information.
this obviously means that Cecilus could erase the chakra and the clone and prevent any info from going back but the ability itself wouldnt be erased
