Dodging a point blank "fast as lightning" projectile?

Say, when looking around I found that this bow in Final Fantasy Tactics shoots arrows at the speed of lightning. In battle you can shoot them point blank at a target and they can dodge it and block it without much issue, even if they have their back turned (which is actually an important mechanic in the game, attacking enemies from behind raises enormously the chances of the attack being successful and increasing your stats to minimize the chances of being hit when attacked that way is a recommended strategy).

I was wondering if this is possible to calc. I was looking at the Lightning Feats page and I could use the formula, but was wondering if having their back turned would change anything. Maybe I could go with "At least" to explain that they should be above the calculated speed or something.
 
In case people try to bring up Aim dodging.
They can also catch it with Shirahadori passive
Shirahadori (and Archer's bane) would have reduced the shot's success chance to below 1%. Not to mention, the character had her back turned when she was shot.

I personally don't think them not looking at it changes anything as long as they dodged it/reacted to it. Its not uncommon for character to hear attacks coming either

Hmmm, I see.

Looking at the formula, the distance from which the lightning strike comes and the distance the character managed to move affect the overall result. But given that the character here barely moved from place and the attack comes from right next to her, it wouldn't alter the results much. Maybe I can just use the average accepted speed of lightning and there wouldn't be much issue.
