Do lasers have an accepted average speed like lightning does?

On the site we have an accepted average speed for lightning. Was wondering if lasers had one as well. I was under the impression that lasers were lightspeed in vacuums and air, but wanted to be sure.
 
These be the standards.
 
If they're real lasers, they are lightspeed. But if they're just things that look like laser beams but no real proof if it; such as common laser/ray/plasma guns, we do not really have standard assumptions but usually try to compared/contrast other factors.
