A lot of Videl's moves seem to require grappling, and that makes her really vulnerable to getting ring-out'd, and her AP seems really weak compared to Yor's, so I'll have to go with Yor.

Yor is gonna kick the shit out her with little difficulty thanks to the stat gap, not to mention the fact that Videl can't even abuse her ability to fly because she literally can't use Ki Blasts. Honestly the only edge Videl has is that her flight speed is basically a blitz tier above her non-flying speed but even that isn't super abusable because it hurts her to fly at that speed.

Videl has the advantage of flight although idk if she can do ki stuff. If she relies on grappling as much as she does, Yor's gonna grab her by the feet and slam her face out-of-bounds.
