Minatos arms aren't physically long enough for this.
But this argument is mainly irrelevant, Minato should easily be able to make contact with his amps

I'll go with Minato FRA, both because Rover'd have no answer to nature energy/natural chakra and would get turned into a frog statue and from what i've read i think Minato's kit is versatile enough to deal with EC. With that i say he gets the w mid-godly diff just because of EC

It doesn't work like that. Did you see any frog of Jiraiya(or any frog) turning Pain's summons or literally just turning anything into a frog statue?
Using natural energy yourself doesn't turn enemy into frog statue.

Tayman is right, nature energy is actually not going to be turning anyone into statues 99% of the time because of it works. You become a frog if the amount of nature energy in your body greatly surpasses the physical and mental/spiritual energies.
Not only do nature energy attacks not infuse you with nature energy, but senjutsu attacks are actually already balanced out with the other 2 energy types. Meaning absorbing a senjutsu attack cannot possibly turn you into a statue no matter how much you absorb absorbing it also means you're absorbing a proportionally equal amount of physical and mental/spiritual energy.
The only way nature energy actually offensively turns the opponent into a statue is if you try to absorb the opponents energy directly from their body and they direct raw nature energy into you, which is what Naruto did to Pain. If Rover isn't trying to absorb Minatos or Buntas energy there isn't even an option for the petrification to happen

Yeah I'm voting Mina2 2 Minato too.
Rover is either going to get soloed by Bunta and the squad or at worst heavily damaged to where Minato just sends a clone to finish him off. Worst case scenario Rover might straight up get tamed by Bunta and join Minatos side.
And EC is going to have a LOT of problems. With sealing being a valid wincon and even in character against kaijus like this it'll be pretty dangerous to get near Minato, and ECs large size makes getting marked pretty unavoidable and extremely effective as Minato will have no problems teleporting out of its sight. EC simply isn't strong enough to close the big intelligence and hax gap
