I don't think Tobias could have won, as Hannibal was letting Tobias hit him so that killing him looked like self-defense and Hannibal could explain himself better to Jack. Hannibal practically defeated him with two moves

To be honest, I don't remember anything like that being mentioned in the series. I can note the fact that Hannibal fought well, and Tobias reacted to his attacks, even intercepting his hand. Perhaps what cements my words about victory is this moment, because Tobias here literally beats Lecter, and did not receive serious injuries, as in the last moment. Lecter simply grabbed his arm and twisted it, which could be done even without much brute force by pressing on a weak point. I think Tobias is at least scaled up or higher up because they had a pretty good fight. By the way, I see no reason why Lecter should have let himself be hit, since he dodged his strings.
