So I recently watched Season 2 of OP Live Action. Now, whether this would upgrade Season 1 Luffy or make a new key for Season 2 Luffy is entirely up to the conclusion we come to.
This upgrade comes from Buggy surviving cloud-to-ground lightning, which yields 8-C results. Also, notice that the lightning didn't knock Buggy out, as evidenced by the fact that he screams "not again" after his body blows up, proving that he's still conscious even after the lightning strike, but only incapacitated. It doesn't end there. After the lightning incapacitates Buggy, it reaches the execution platform and blows it apart, which Luffy tanks. So it's a feat that scales to both Luffy's and Buggy's durability, and of course, they can trade blows with characters that could harm them, so it should scale to their AP as well.
So now we must determine where to go from here. Do we assume that Luffy has gotten stronger between the arcs? If there are no separate keys, then it would be either:
9-A, possibly 8-C or straight up 8-C
If we assume Luffy and Bugyy both got stronger between the seasons. It would be either
9-A | 9-A, possibly 8-C or straight up 9-A | 8-C
