First off: let's include bounties in the arguments. I’ve looked at pages for One Piece characters, and i didn't see ONLY evidence in characters's feats or scaling...
. So why not include bounties? In the story, when characters gauge each other's strength, they primarily look at bounties. Sure, some bounties don't reflect a character's actual power or level, but that doesn't invalidate bounties as arguments altogether.
Next : This is a fairly minor point, but there is an error regarding the Nine Red Scabbards (Kin'emon, Denjiro, etc.). "You" state that the samurai were injured after taking hits from Kaido off-screen, but that damage wasn't caused by the blows; rather, it resulted from the fall after they leapt onto Kaido and brought him down (Chapters 986/987). Naturally, a fall like that would injure human beings (and kill ordinary ones).
Now : I would like to talk about Monkey D. Luffy (Emperor)'s feats. His durability against Drunk Kaido, in particular, stands out. He is durable enough to tank Conqueror's Haki-infused attacks from Kaido, such as Ragnarok, and react merely by saying it hurts (Chapter 1037). He then clashed head-on with Drunk Kaido, pitting his own Haki against the Emperor's while using Gear 2nd. Subsequently, his Roc Gatling clashed with Drunk Kaido's Kundali Dragon Swarm, allowing him to withstand yet more blows from the Emperor's Conqueror's Haki-infused kanabo. Aside from that, he could damage him using only his Armament Haki. With his Conqueror's Haki, he can naturally inflict even more damage on the Emperor.
In conclusion: Base Luffy (post-Onigashima) > Katakuri. Whether using Conqueror's Haki or just Armament Haki. His durability and the potential of his attacks against Kaido are sufficient proof. And, naturally, this applies to all characters who rank above Base Luffy (who is above Katakuri)—it only makes sense.
