I found the JJK wiki defines it as Ryu's technique of discharging compressed/concentrated CE like a canon at full power. I can't find if Ryu has a specific trait to his own CE so it might become an issue of what traits regular CE holds, depending on how technical we get.

Makes sense. I believe they'd have similar physical capabilities but Toji would be too reliant on weapons to win and his CQC really only exist to compliment or back up for for any of his tools. Then there's tacking Miguel's CT into account as well.
When I hear counter-attack, I think of a second strike. Given the context as well, it looks to me like a 2 for the price of one deal; one attack but double the power.
