A character who nonexistent is automatically granted aspect 2 by default?

First of all
Conceptual Nonexistence: These are characters for which one or multiple concepts, that are necessary for their own existence, are nonexistent. They are hence immune to regular manipulation of said concept(s). Which type of concept should be mentioned on the profile.
Aspect 2 is a character that lacks a concept to exist and a character required type 2 concept to exist.
Dependent Concepts: Such concepts are abstract and govern all reality within their area of influence. These concepts shape everything, and changing them would either require the alteration of every object of the concept or, if manipulated directly, change all objects of the concept alongside the concept itself. These concepts, however, exist simultaneously with and are bound by the object of the concept. In this way, an abstract dependent concept can be destroyed by destroying all objects of the concept, restored by re-making an object of a previously existent concept, or changed by changing all objects of the concept across reality. This, however, does not qualify for this form of conceptual manipulation, and is rather treated as a by-product of another action akin to a "domino effect". This type of conceptual manipulation can only be obtained if the abstract concept itself is changed directly, and not by indirect methods. For example, destroying humanity and thus "ending the concept of humanity" would not qualify, while directly "ending the concept of humanity" and thus destroying humanity would qualify.
However, type 2 concept and reality are tied together so if the type 2 concept of a character exists along with its existence then the type 2 concept of a character doesn't exist when a character is nonexistent.

First of all, the concept of a person is a Type 3 concept. It's basically a smaller version of a Type 2
Second, it doesn't grant Aspect 2 by default, because the verse said character comes from doesn't necessarily have concepts defined as fundamental aspects of reality and we can't assume it exists there without a corresponding statement in the work.
That's just how Metaphysical Aspects in this wiki work. Information Type 2, Concepts, Laws - all of them can be said to technically govern every reality, but we do not assume they exist in a fictional work unless specified.
If the series specifies that yes, there is a Concept governing a given person for everyone in the verse (a conceptual core or something along the lines), then, and only then we give Aspect 2 to a Nonexistent character
 
There is still a Type 1 concept that defines you that exists regardless of the object's state
also some concepts still apply to you whether you exist in a material state or an immaterial state
(E.g. concept of force or the concept of a cycle concept of reason concept of logic)
