A killer fights a plumber (Jeff the Killer vs. Plumber (Jeramiah Calhoun)) (STOMP)

How TF is Jeff supposed to counter Plumber's fire manipulation? I know he's been lit on fire before, but he barely survived that. Plus, Jeff's 9-B feats are 9-C feats. This is probably a stomp.

If all of Jeff's feats are 9-C, then how tf did he get 9-B in the first place? And yeah... this is probably a stomp... oops.
 
I guess tearing off limbs used to be 9-B, but it's been recalculated to 9-C.
Human mutilation feats (like ripping someone apart) have been proven to be 9-C, although they used to be around the 9-B range. I think this all kind of happened when people realized that skull crushing was 9-C, and from there we realized that obliterating humans really isn't as impressive as we though
