Both of them seem decently skilled in hand-to-hand combat, and while Yuri has advantages with flight and teleportation which she can use to surprise All Might and TP to dodge attacks, All-Might should likely take this via pure physical strength. He can catch up to her mid-air with some powerful jumps, and Yuri Alpha doesn't seem to spam TP every time she's attacked, which is bad for her considering it will only take like two or three good his from All Might to take her out.

I am pretty sure this fails to consider the fact that Yuri Alpha and CZ Beta weren't under orders to "Kill Evileye". Hell, their mission was to make the battle a difficult one so that once Momon won the day, Evileye and all the other survivors/adventurers would spread the name of Momon even further. So her spamming TP to dodge attacks wouldn't make sense when Evileye flat out knows she's just as strong, if not then even stronger than she is. Why would this teleporting devil NOT kill me if given the chance? Which would then lead down a train of thought, yaddie yada, it's bad for the plan.

However, Yuri is a close-ranged fighter. She needs to put herself within All-Might's effective punching range (heck, she might get hit with shockwaves from a distance if she's not careful), and All-Might should be at least 2-3x stronger if we assume she's well above Evil-eye, who is baseline 7-B at her absolute best. She could TP away from a punch only to be hit with the shockwaves, too.

All-Might would only need a couple of good shots to put her down even in his weakened form, and teleportation won't save her each and every time. Meanwhile, she would need to land a great number of hits on All-Might to wear him out.
