4 whole pages of craziness was not what I expected this morning. Annnnyyyywaaaaaay, I was wondering if we could quantify the jump given by SSJ4 via SB2's Golden Oozaru, as they were roughly even (with Baby at advantage.) I say this because the scaling chain goes SB2 < Golden Oozaru Goku < SSJ4 Goku = to slightly < Oozaru Baby.)

Thinking on it, large implications arise due to the fact that SB2 is literally a SSJ3, so the amplification we'd use for Golden Oozaru (about 3,200 base, I think, as SSJ3 Goku, 400x Base, is beneath/can clash with Baby SSJ Vegeta, or 50x Baby Vegeta's Base), is also being applied in conjuction with a 400x amp. Which puts Baby's multiplier at what? 1.2 Millon?

Scrolling through Vol.2 of the GT Perfect Files, and found a confirmation of what should have been obvious. Super 17 can also utilize the energy draining methods of Androids 19 and 20, (using his hands), which means he doesn't have to take his stance to perform an energy drain (and thus his weakness should be modified), but he does require that stance for that specific kind of energy drain we see him use in GT. It's possible that Super 17's stance type is the superior version/grants him more power?

Also, I always thought that Vegeta's Oozaru form being brown in the Shadow Dragons Saga was an error, but apparently that was intentional. According to the Google Translated part of the top of the right page scan, because Vegeta used Blutz Waves to artificially transform, he turned into an "ordinary" Oozaru, (it's worded specifically as "Because Oozaru is the Base of his power...", and there is a difference between the Oozaru types within the Files), he cannot transform back and forth like Goku can. So becoming a Golden Oozaru is integral in attaining the ability to transform at will, and ironically Baby could turn into it (but could not evolve) and Vegeta could not turn into it (but did evolve) and because both halves of this puzzle are missing it's not something he can use at will.

Also, before SSJ4 Goku's design was even finished, SSJ4 Vegeta's was, and they already had Fusion planned.

The MEGA file you gave us all. I went through Perfect Files Vol. 2 looking for any extraneous info on SSJ4. Found none, but I did find why everyone says “10 minutes” specially for SSJ4 Gogeta rather than “less than 15,” (as that’s as far as we’re told {by Vegeta} in the actual anime). 10 minutes Fusion time is repeated pretty clearly in the guide. So that’s neat.

Yes. The blatant implication is that Post-Moro SSBE Vegeta > FPSS Broly. Goku even calls Moro-73 his toughest opponent so far, which would include Broly.

At best you could say that Blue Goku would be stronger, downscaling from Vegeta's SSBE, (which operates as the superior equal to Goku's rarely used SSBKK in the Manga), but everything else is unable to be said, as we have no real reference point (from what I remember.)
