Annoying dog should be tier 0 as he is the supreme being. Other supreme beings like the one above all are tier 0. He should be comparable to them.

That's literally not how tier 0 works at all. Not all "supreme beings" are automatically tier 0. Tier 0 means being practically boundless in comparison to a 1-A being. And there is nothing that would even remotely suggest that the Annoying Dog and the One Above All are comparable. Why hasn't this been closed?

Sorry for reviving this, but doesn't this make some level of sense? The One Above All represents the creators of the Marvel comics. As the Annoying Dog represents Toby Fox, the creator of Undertale, shouldn't they both be in the same tier, as they have basically the same, absolute control over their respective franchise?

@MasterWarlord0, to answer your question, read the page on Reality - Fiction Interaction. We don't automatically consider author avatars to be tier 0, basically. TOAA is only tier 0 via actual feats.
