Arceus' Hax powers

So, we know that Arceus beat a 2-A, Bill Cipher. I still don't understand exactly why. Why can Arceus affect 2-A, and to what extent can his power realistically go?

Bill's not a higher dimension to Arceus, so the llama's abilities can affect the dorito. Arceus's abilities too at 4-D, which is the best I can describe them. Bill is 3-D, which is more than enough to affect Bill. Now, I'm not like the people on the Bill v everyone thread (I was joking with most of my entries sans Uxie). Bill laughs at everything Arceus does physically and Bill can blink and kill an Arceus. But as I said on that Goku vs Arceus thread, it's a Arceus. One of countless upon countless upon countless. It's only a matter of time before Arceus gets wise and removes all knowledge from Bill's mind or turns him into a cactus or something.
