It depends on if this character has anything worth indexing. The wiki is typically against 10-Bs or 10-As with no abilities, unless they have another key on their profile that gives them abilities or higher stats (Such is the case with Sayori from DDLC and Barry Kahn from Dragon Ball).

It said that insignificant characters that are irrelevant to powerscaling should not be added.
We in fact delete those characters in regular basis.

Game of Thrones characters got weapons and dragons and stuff that gives them abilities or higher AP than 10-B/10-A though so it's no surprise they're allowed.
