To just start off, not only is Hank stupid hard to kill when someone's stronger/comparable to him, Hank is over 6x stronger than Neji (100 Tons Vs 637 Tons) even with the downscaling he has with that 8-A rating. Neji is gonna struggle to do any meaningful damage to him, let alone actually get to the point of killing Hank.

Hank LOOOOOVES using his perception amps, and throws that shit around and would likely start with it, and i'm fairly certain Neji doesn't have much he can do if Hank amps and shoots them while they're moving that slow.

I don't know anything about the fear manipulation, and it's not on the profile anyways so I can't comment on whether he'd be able shrug that shit off.

Going through some threads Neji, I found little to nothing on them that'd be useful here, which is unfortunate.
