Pretty sure by Shield Hero's Definition, Beerus is not a God. He does not have the power to rule their world as an individual (having many other governing forces above him even) and has longevity; not any form of Immortality. By this technicality, Infinite Zamasu is more of a "God" for Shield Hero than Beerus is.
So... Beerus 1-shots because Ark is 10-C and is not fighting a "God" by his definition.
And even then, Ark has no way of resisting lolhakai.
