Discord could easily nullify Bill's powers, petrify him, erase him from existence, seal him, or put him to sleep.

Bill couldn't put Discord to sleep, nullify his powers, or induce madness in him, since Discord resists that. Bill could petrify him, but I sincerely doubt he would use that in combat, as seen with the Shacktron, Bill prefers to go straight for the blows and as we know he didn't do very well with that, for now I vote for Discord.

I’m voting Discord here. Bill doesn’t have the same kind of experience against other reality warpers like Discord does, and he resists a majority of what Bill can do to him, while Bill can’t stop Discord from messing with his mind, using the Stone Sleep spell, or just kicking him back into the Nightmare Realm.

Well, add the fact that Bill is used to being the strongest, so he has a hard time fighting against characters with similar powers.

Discord can get serious when he realizes that his enemy is not a joke, as was the case with Cosmos.

I don’t really think bloodlusting him would help he’s already more likely to go for a straight up kill, it’s just that Bill can’t do a lot to actually kill Discord.

Bill in that state is very careless, as he usually attacks frantically, which leaves him vulnerable to possible counterattacks.

They did it’s just that they had the common sense to know that was a simple mistake and didn’t need to be considered. Bill’s page is still being debated on so it would be fixed regardless.

Bill has never started a fight with his transmutation/petrification, the only real fight he had he started with punches, and even when he saw that these were of no use, he had the bright idea that continuing to punch would help.
