Bleach: White and Masaki Downgrade

This is a short and simple CRT for White and Masaki (@Crobatman44 reminded me that the values were still based on Isshin at full power). Currently, they scale to Isshin at 38.9448 Teratons (6-B), but Isshin was a captain at the time of their fight and would thus have a Gentei Reiin applied. To add to this, a Gentei Reiin is AUTOMATICALLY applied when a captain or a lieutenant passes through the Senkaimon and can only be turned off in an emergency by disabling the mechanism itself. Finally, if the evidence from the manga isn't enough, there's also this Klub Outside answer which straight up says he was sealed while fighting White.

Based on this, White and Masaki should be downgraded from 6-B (38.9448 Teratons) to 20% of that value AKA 6-B (7.7890 Teratons) AKA Shawlong Fodder

Edit: Masaki also goes from High 6-B (194.7239 Teratons) with Blut to just 6-B (38.9448 Teratons), but that's cause Blut is a 5x on base stats and her base stats are now 7.7890 Teratons so this shouldn't require a recount by staff.

Seeing as the results are pretty unanimous, I have decided to apply the changes. Also, I realized just now that Masaki is getting a tier downgrade for her Blut rating, but seeing as that is just a 5x increase and the downgrade is just because the base value it was multiplying has decreased, I've decided that this probably doesn't require a re-vote since it's more of a natural conclusion of the accepted changes.

For the future, do not do this. Ask for staff instructions first. Scaling is not a straightforward enough topic to be applied within 24 hrs, as those that lack proper verse knowledge wouldn't see it that way. Specially when you right there introduced another variable that may actually indeed require proper discussion.
