Also pretty sure Bowser's void manip resistance with the pure hearts is above Steve's void manip.

Steve's normal no nonsense void manip won't work, his law manip will as that's an entirely different method of attack

Different method, same result. If someone's immune to poisons, making a law saying "you will experience poisons" still won't do anything.

men that is NLF but also law hax is very NLF but bowser does not resist law hax that is the problem here is how to say character A has resistance to the transmutacion via Reality warping and then faces a guy who leads with transmutacion via matter manipulation (which does not use directly) there is a conflict which is more effective and which is not.

I don't see how what I said was NLF. If Steve's law manip was more versatile then Bowser would have a problem here.
