Of course, no. Dazai only stops attacks within 3D, so currently, his abilities don't work beyond that. Any attack which affects dimensions higher than that would kind of just ignore NLH and of course, kill him. Outerversal is like infinite number in series of such so it's no debate.

Guns are fodder in their verse
It's not a good reason for it to not scale there. Also, the only reason for them scaling there is because only the characters who are faster than gun bullets have a profile. Guns are pretty much only used by extreme low tiers like no-name criminals to kill each other.
Then why would people use them constantly ?
I've seen images of high tiers seemingly using guns but I guess I'm wrong.
At the same time, they are displayed as narratively and feat-wise faster than bullets. I guess it's the same thing as to why JoJo characters use guns.
