Can you add a character if it is a listened material, even if it is unknown?

Since the recent Slenderman profiles, based on licensed versions of the characters and was wondering...could I add versions of the Rake? From ARGs and through the licensed comic book, Creepypasta: The Comic. Note only planning on one or two, but just want to know for this cause people might just delete it immediately.

No. There has to be standardized canon for it to be accepted. We can't just take any old Slenderman story.

It does though. The Rake has a single issue comic, and has enough feats in that comic without using anything else. It does have a standardized canon.
