So, I'm trying to make a file for Cauldron from Worm, and am very confused about where to put them. Why? well.


Multiversal Civilization: A civilization of such power that their dominion extends beyond their home universe, instead spreading throughout multiple other universes throughout the multiverse. Potentially, they may rule over the entire multiverse.
This fits the description of Cauldron. Due to Doormaker and Clairvoyant, along with help from Contessa, they could access and influence worlds across the multiverse, with it being implied that they're behind both an earth being essentially unpersonned (Shin, due to Goddess) and that they helped convince Earth C to help Gimel. They have facilities across all of these parallel universes, and would abduct and experiment on people across such ranges as well. They're clearly capable of influencing other universes. However, much lower down the line, we have this:

Planetary Civilization: A civilization which has obtained total dominio and control over its home planet, uniting all continents and nations under one government. Typically possess technology which is notably more advanced than our own.
This one Cauldron does not fit. Yeah they were a global conspiracy who could manipulate everyone to their means, but they weren't like some sort of planetary dictatorship and stuff like the Endbringers, Scion, Shamrock, Slaughterhouse 9, Irregulars etc were still beyond their ability to control properly.

So yeah, we have an issue here. Cauldron fails a much lower classification but passes a higher one, so what do I rate this as
 
I think the description for, "Planetary Civilization" is a rather stupid one. I don't see why you need a singular dictatorship for every nation in the world for a species to be able to use the total resources of their whole planet.

You can have a species that has total control of the planet's resources and energy, and technology that completely eclipses us, but isn't under one rule. So I think it's just best to just get rid of the description that's being used since none of the other ranks beyond this applies these standards, and it makes little sense.
 
Yeah I don't think Civilizations who only have access to parallel timelines on a planetary level count as multiversal civs.
 
What should I put them as then
