Commander Shepard vs. Doomguy

Shepard edges out with high difficulty. I'd say he's more skilled through his N7 training, though Doomguy is more experienced for obvious reasons. In addition, Shepard's heavy weaponry is higher yield than Doomguy's, and Shepard himself is stronger (Small Building level for harming Shadow Broker vs Wall level for killing fodder demons)
 
I specified Doomguy because of The Doom Slayers experience/stamina advantage. Doomguy has the same amount of experience as Shepard if looked at through the first two Doom games.
 
While Doomguy should be able to quickly break out due to higher lifting strength, TK should still incapacitate Doomguy momentarily for a few free shots. Gravitational singularity also does the same. Doomguy gets overpowered in CQC as well, if it ever comes to that due to AP and biotic abilities.

Shepard takes it with mid-difficulty at best.

That is why specified Shepard is a non-biotic.
