If a verse has infinite universes/realities

And there’s essentially higher dimensions residing above the regular universes. These dimensions/planes are stated to be “many” but these planes are lower than characters who reach a certain state of being.

Essentially infinite universes<The planes/higher dimensions between but above the universes<the state of being some of these characters reach which are above the planes between and the infinite universes.

the verse makes a clear distinction between other dimensions that are parallel to the universes, and literal higher dimensions that are above the infinite universes these are completely different from one another.

With characters still getting stronger even after reaching near the peak of the cosmology

How big would this cosmology be tier wise?

Infinite Universes/Realities = 2A
Higher Dimensions = Low 1-C since all you've said is that there is higher dimensions and that there's multiple but nothing shows a dimension superior to another
Characters above the dimensions = Still Low 1-C. nothing indicates they're superior to the dimensions. Just higher into Low 1-C then the dimensions
So Low 1-C Cosmology
This is going with that that the evidence for Tier 1 Is proper, but just "higher dimensions" and that they differentiate between the universes and higher dimensions isn't enough. So 2-A Cosmology if the evidence isn't strong enough.
