He used to be downplayed horribly, but heres a scene if this downplay was even worse.

Nasuverse characters shouldn't be any stronger than planet level because of that one out of context da Vinci statement. Also servants can get hurt by Lancelot using jet fighters with Knight Owner, so no servant is stronger than Building level physically

Dio Brando is at least Immobile, because Speedwagon stated that he was faster than a cheetah, but without specifying if the cheetah was moving or not. This is further proven because Dio needs to stop time to kill his enemies.

DBS Goku had trouble with Bulma in that illusion place so sadly, he is just 10-B in Base, contrary to popular belief. His speed is also nowhere near MFTL because he could barely react to a gun shot.
SSB Goku on the other hand is Low 4-C because he had trouble WITH both Krillin and 18 (the latter who only scales above Namek SSJ Goku) , and he had consistently used Blue against characters such as Ribrianne who is 18 tier. No Tier 3 or 2 BS. Low 4-C is also a generous rating considering he got hurt by a laser gun from a Frieza soldier.
Jiren and co. are also Low 4-C then because no amount of power scaling is putting you at Tier 3 or 2. Gogeta Blue being even Low 4-C+ is a huge wank, same goes for the Angels else you use NLF. Kid Buu is also a very fast 5-B because he is just busting lotta of planets.
Zeno is physically 10-C because it's stated that he isn't a fighter and thus weaker than Base Goku who is 10-B. Let's add the fact that Zen'o just destroyed the matter inside all these universes unless you think Goku moving in that place qualifies for Infinite or Immeasurable speed for him, and these universes are shown to be inside the same space time consistently and it's been stated that Universes in DB only have 4 Galaxies so Zeno can only destroy 48 Galaxies at a time which is nowhere near Universal.
GT also needs a massive downgrade, SSJ4 Goku had trouble with a Building so he is just 9-A. Omega and Gogeta just scale above him because 3-C statements and 3-A chain reaction attacks are either PIS or outliers.
DBH characters are Tier 11 because they're inside a Arcade Machine hence fiction to the Real World in that verse. And even if he isn't, DBH has also some pathetic feats and SSB Gogeta struggled to destroy Hearts' meteor so he is probably just Tier 8
My proposal:
DBS Goku: 10-B. 5-B, at most Low 4-C with Super Saiyan Blue and above.
Broly, Jiren, Gogeta, GoDs, Angels, etc: 5-B. at most Low 4-C
Zen'o: 10-C. 3-B with hax.
GT Goku: 9-B, 9-A with SSJ4.
Xeno Goku: 11-A. at most 8-A
