I think I now know why Marvel is considered the most PIS verse ever.

Danny Phantom is stated by Poindexter to have every ghosts power so Danny gets every ability we've seen in the entire series and he also gain all the powers of the faires from Fairly Odd Parents since they had a small crossover and Cosmo and Wanda got effected by the Fenton Thermos which only works on ghosts so that means Danny needs more abilities added to his page.

Rey is also this tier, as she's all of the jedi. Ben just about scales, and is probably still comparable to the original feat, given all the upscaling.
 
All Might is the strongest fictional character. All Might means that he represents and holds the might of everything in existence. That includes other fictional characters, meaning All Might is highend tier 0. Every MHA character scales, due to not even being infinitely below him, so they are all also tier 0.
 
All of the God Tiers of the SCP Foundation are High 1-B to 1-A because they all scale to the Scarlet King, who shook all of creation, this means the uncountably infinite dimensions, the Noosphere, and the Alpha Layer. 1-A+ SCP Foundation God tiers.

Edit: I am going to add more, SCP Foundation Writers are real life writers, making them above fiction, the Scarlet King shaking all of creation reached the Alpha Layer, which also shook the Writers. The Brothers Death made all of creation, so that means they made the Writers. Once more, these guys are transcended by the High Elder Gods, who are transcended by the Allmighty, who are transcended by Mary Nakayama who was prounouced "Omnipotent' and "Having control over everything over everything". Yes his storms scale to his physical stats as Him using his weather quírk damages him therefore all the power in the storm is literally attacking his body.

Chara from Undertale is Tier 0 via scaling to Frisk who can one-shot Sans who scales to Galeem from Super Smash Bros. Ultimate who poses a threat to all of fiction
 
Lu Bu is the ultimate smurf because even if a Dynasty Warriors player uses hacks to cheat (>tier 0 meta hax), he'll still only be mildly impressed by your character.
 
Sheen from Jimmy Neutron would be Tier 0 with the helmet that increased his intelligence, since he said he'd become a god.
