It's Raiden time for the time being =P

Ripper mode is restricted

Raiden scales to a ~1.14 kiton feat

Cyborg scales to a 3.5 kilton feat

So Cyborg's coming in with an AP advantage of about 3x over Raiden, so that helps him out a lot. He also has superior ranged weaponry and is pretty consistent with using it right off the bat

That's said, I'd argue that Raiden is the more skilled fighter, as he's been fighting since childhood, and could use this to help dodge Cyborg's ranged attacks or possibly even aim dodge. His blade ignores durability via molecular cutting, so he could potentially one shot with one good slice.

Also, remind me, how do we treat speed amps in speed equalized matches? Are they allowed or no?

Anyway, I vote Raiden with mid-high difficultly via superior skill and durability negation
 
Also forgot to mention, but Raiden can boost his AP with with Ripper Mode, meaning that he could lessen the AP gap between him and Cyborg, so yeah, that further solidifies his win here.

I consider this my revenge against that shitty CW Teen Titans reveal
 
I'll be an absolute a-hole and play Trigon's Advocate, saying that if the Sonic Cannon hits, which is astronomically stronger than his pure strength, it will heavily cripple Raiden, allowing him to get hit and finished off by homing rockets and the like.

Plus, he can shoot a rocket from his shoe ovo.

But on a serious note, I still think Raiden's slight skill advantage along with his sensor's providing him information will help him aim dodge and keep out of the way of Cyborg's ranged attacks long enough to eventually cross the distance and use HF Blade to help him secure his victory. Plus, Raiden does have a few long range attacks of his own in the form of grenades (which range from fragmentation to EMP) and RPGs (some of which have a a homing feature). While they're certainly not enough to put Cyborg down and can probably be countered, they still keep Victor distracted and on his toes, giving Raiden a chance to close the gap.

I was gonna say that Jack could also potentially deflect Cyborgs attacks with offensive defensive, as that allow him to deflect energy attacks from Gecko's and Armstrong's explosions, but a) I'm pressure it's just game mechanics and b) Cyborg has the AP advantage, so it's not really a reliable method
